Coastal Zone Act Reauthorization Amendments (CZARA) Section 6217

The Coastal Nonpoint Pollution Control Program (Section 6217) addresses nonpoint pollution problems in coastal waters. Section 6217 requires states and territories with approved Coastal Zone Management Programs to develop Coastal Nonpoint Pollution Control Programs. In its program, a state or territory describes how it will implement nonpoint source pollution controls, known as management measures. This program is administered jointly with the National Oceanic and Atmospheric Administration (NOAA).

EPA Guidance

These administrative changes from 1998 provide guidance to the states on how NOAA and EPA intend to exercise their discretion in implementing the Coastal Nonpoint Pollution Control Program.

Presentation from a May 2013 webinar for the Coastal States Organization that explains how EPA’s FY2014 Clean Water Act Section 319 Nonpoint Source Program and Grants Guidelines for States and Territories affects states with coastal nonpoint pollution control programs under CZARA and what EPA’s expectations are for coordinating these complementary state programs.
