Coastal Zone Act Reauthorization Amendments (CZARA) Section 6217
The Coastal Nonpoint Pollution Control Program (Section 6217) addresses nonpoint pollution problems in coastal waters. Section 6217 requires states and territories with approved Coastal Zone Management Programs to develop Coastal Nonpoint Pollution Control Programs. In its program, a state or territory describes how it will implement nonpoint source pollution controls, known as management measures. This program is administered jointly with the National Oceanic and Atmospheric Administration (NOAA).

- NOAA’s Coastal Nonpoint Pollution Control Program: A central repository for the jointly administered Coastal Nonpoint Pollution Control Program that includes state-specific program findings and approval documents, guidance, success stories and conference proceedings.
EPA Guidance
- Guidance Specifying Management Measures for Sources of Nonpoint Pollution in Coastal Waters: This is a comprehensive technical document from 1993 on methods to abate and control nonpoint pollution in coastal areas. Primarily intended for state and local watershed project staff to comply with requirements under CZARA.
These administrative changes from 1998 provide guidance to the states on how NOAA and EPA intend to exercise their discretion in implementing the Coastal Nonpoint Pollution Control Program.
